Street Improvement Funding Ad Hoc Committee

                   

On May 8, 2023 the City Council approved Resolution # 2095 creating the Ad-Hoc Street Improvement and Funding Committee. The Committee will review the current street improvement need, review the available funding in the City’s approved budget, review the available funding mechanisms to generate street funding, and make a recommendation to the Council by August 14, 2023. 

Committee Members:

City Council: Mayor Solesbee, Council President Ervin, Councilor Fleck, Councilor Stinnett, Councilor Savage, Councilor Merryday, and Councilor Dreher. 

Youth Advisory Council (YAC) Member; Kassidy Poetzl.

Citizen Members; Amber Bahler, Garland Burback, Jeff Conklin, Chris Holloman, Michael Laborde, Michael Praegitzev, Robert Reetz, and Tiffany Williams.

Community Presentations

City Staff and the Ad-Hoc Street Improvement and Funding Committee are scheduling and giving presentations to community members and organizations of the committee's work to date and seeking input on potential funding solutions to improve the City streets. Below is a list of the presentations booked to date. You are welcome to attend any of the presentations or schedule one for your group. May 25, 2023 Ad-Hoc Street Improvement and Funding Committee Meeting

Meeting #1 of the Committee was held at Cottage Grove City Hall at 6:00. The Committee elected Amber Behler Chair and Michael Praegetzev to Vice Chair. City staff and Dan Ingram from Emerio presented a description of the City street system, condition of the streets, current City street funding, a list of past and future projects, and supplied information presented at the March 2022 City Streets Work session and April 10, 2023 City Council Meeting. The next meeting will be the week of June 5th. The date is yet to be determined. The Committee plans to meet twice a month in June and July and once in August before presenting to City Council on August 14, 2023 at the regular City Council meeting. 

June 7, 2023 Ad-Hoc Street Improvement and Funding Committee Meeting

Meeting #2 of the Committee was held at Cottage Grove City Hall at 6:00. At the meeting the Committee received a recap of meeting #1 regarding street improvement needs and available revenue to meet the improvement needs. The City Manager facilitated a round table discussion regarding individual member preferences to a funding streams preferred characteristics.He also facilitated a session setting goals for the Committee. Staff also presented the 10 potential street revenue mechanisms currently available to fund street improvements. Lastly, information was distributed regarding the pros and cons of concrete and asphalt roads. The next meeting will be 6:00 p.m. June 28, 2023 at City Hall in the Council Chambers. June 28, 2023 Ad-Hoc Street Improvement and Funding Committee Meeting

Meeting #3 of the Committee was held at Cottage Grove City Hall at 6:00. At the meeting the Committee received a presentation from City Recorder Mindy Roberts on the election process for placing an item on the ballot. Betsy Schultz and Jake Pelroy presented information on creating a ballot measure that included information regarding polling, Political Action Committees, campaigns, and past campaigns in Lane County. The next meeting will be 6:00 p.m. July 11, 2023 at City Hall in the Council Chambers. Click here to access the meeting agenda and here for the meeting minutes and supporting documentation.

July 11, 2023 Ad-Hoc Street Improvement and Funding Committee Meeting

Meeting #4 of the Committee was held at Cottage Grove City Hall at 6:00. At the meeting the Committee adopted a mission and goal statement. They then discussed street funding amounts and revenue mechanisms. Meeting #6 of the Committee will be held at Cottage Grove City Hall at 6:00. The committee will review information on Local Improvement Districts and revised data on all the City collector and arterial streets.
